The Principal Banker/Sector Advisor - District Heating & Energy Efficiencywill contribute to the growth of lending aimed at energy efficiency in Ukraine with a focus on district heating.
As part of the Municipal & Environmental Infrastructure Team within the Infrastructure Business Group of the EBRD, the main objectives of this Assignment are:
To assist with technical/institutional/commercial expertise for preparation and implementation arrangements of the District Heating / Energy Efficiency projects in Ukraine.
To assist with monitoring, reviewing and evaluation of the Technical Cooperation support assignments prepared by external consultants.
To assist with monitoring of the implementation works and supervision of the signed contracts.
Key Responsibilities and Deliverables
Project Preparation & Structuring
Assist in the identification of lending opportunities in the district heating sector in Ukraine.
Visit prospective clients to assess district heating and energy efficiency projects' potential, discuss investment strategy with respective management of district heating utilities and local governments.
Participate in conferences on district heating and municipal financing in Ukraine.
Prepare Terms of References and budgets for the consultancy assignments, in cooperation with clients and donors as required and internal approval documents for the selection process of the consultants. Provide assistance in any pre-qualification activities required.
Prepare precise criteria to enable the objective evaluation and selection of the consultants' proposals, participate in the evaluation and the selection of consultants and monitor and supervise their works.
Contribute to the internal appraisal documents and participate in relevant committees.
Cooperate with internal relevant units which are involved in the Climate Change activities, such as Green Investment Schemes, Joint Implementation, Clean Development Mechanism when the projects are considered to have potential for additional financing from these sources.
Advise clients on best international management practices in District Heating sector, focusing on streamlining the internal organization in order to facilitate effective operation of the company and provision of high quality services based on client oriented system, long term planning, and utilization of IT technologies.
Project Implementation
Review and monitor implementation of signed district heating projects. In close cooperation with the clients review implementation issues and try to develop solutions.
Assist the clients to supervise the consultants for the project implementation. Participate in steering committees where present.
Contribute to preparation of the internal reports regarding the project implementation status and progress of the institutional reforms.
Policy Dialogue
Carry out discussions with the government and officials on development of policies impacting district heating and energy efficiency.
Keep abreast of climate change and energy efficiency policy issues in the region and in the European Union.
Advise on implications of policy developments on the signed projects and the projects under the preparation phase.
Donor Relationship
Maintain dialogue with the donors active in the Ukrainian district heating sector with a view to maximise impact of their involvement.
Inform the on-the-policy developments in Ukraine and its impact on projects developed and financed by IFIs.
Advise on donors' initiatives impacting the district heating sector.
Essential Skills, Experience and Qualifications
Master's degree from a leading university in the country of education (e.g. preferably in engineering, economics or finance). A combination of technical and commercial skills will be an advantage.
Thorough experience (minimum 7 years) of technical and institutional/structural aspects of rehabilitation and modernization of District Heating systems and Combined Heat and Power Plants, related Energy Efficiency projects, relevant banking, commercial or consulting experience, gained from a reputable bank, industrial enterprise or advisory/consultancy firm, with demonstrable track record of successful District Heating/Energy Efficiency projects.
Knowledge and experience of Eastern / Central European district heating sector including, technologies, policies, sector reforms, customer service standards and regulatory aspects. Familiarity with the IFIs banking appraisal process of the project loans and financing of external consulting services will be an advantage.
Knowledge of IFIs and international donor organizations, their institutional priorities, policies and procedures.
Ability to formulate policy documents and analysis.
Very good command of written and spoken English. Working knowledge of Russian or Ukrainian language will be essential.
Ability to operate in multi-cultural environments and to build effective working relations with clients, colleagues and partners from international community.
The applicant should be result-oriented, self-motivated and with enthusiastic ability for sustained high work level.
Willingness to travel.
